Update EVM params to allow the deployment of https://github.com/Arachnid/deterministic-deployment-proxy

This governance proposal updates the chain’s evm and feemarket module parameters to enable deployment of the Deterministic Deployment Proxy (Arachnid). It sets allow_unprotected_txs = true to permit legacy, pre-EIP155 (unprotected) transactions required by the proxy’s deployment flow. It also reduces base_fee to 100 GWei to ensure the deployment transaction meets fee constraints. No other EVM behavior or chain parameters are modified. Once passed, the proxy can be deployed and used for deterministic contract deployments across environments.
